Leadership at the Helm: Evaluating the Contenders for Odisha’s Next DGP

As the incumbent Director General of Police (DGP) Y.B. Khurania prepares to retire on August 16, the year 2026 marks a watershed moment for Odisha’s law enforcement, setting the stage for a leadership transition that will define the state’s security landscape. Ahead of the final Union Public Service Commission (UPSC) empanelment, the state government recently promoted two distinguished 1994-batch IPS officers- Sanjeeb Panda and Yeshwant Kumar Jethwa- to the DG rank, signaling the final stages of the selection process.  

While identifying any single officer as the ‘most suitable’ candidate for the top administrative post is subjective and depends on diverse perspectives regarding a state’s immediate priorities, a comparative analysis of the highly eligible frontrunners highlights Sanjeeb Panda as a uniquely compelling candidate when measured on integrity, field experience, and administrative courage.

Here is a closer look at the profiles of the top contenders: Sudhansu Sarangi, Sanjeeb Panda,and Yeshwant Jethwa : 

Sudhansu Sarangi (1990 Batch): 

 As the senior-most among the three officers currently in contention, Sudhansu Sarangi currently serves as the DG of Fire Services.

Field Experience and Integrity: Sarangi brings decades of institutional memory to the table. His vast administrative tenure includes significant management roles, such as serving as the CMD of the Odisha State Police Housing and Welfare Corporation (OSPHWC) and as an Officer on Special Duty (OSD) in the Home Department.  

Administrative Courage: Sarangi possesses unquestionable seniority and a long track record of dedicated service. However, given the state’s pressing need to finalise its anti-insurgency operations over the next year, the current momentum seems to favour officers who are actively entrenched in daily intelligence and tactical field operations.  

Sanjeeb Panda of the 1994 Batch:

 The Case for Strategic Versatility Currently heading the Anti-Naxal Operations and the Special Intelligence Wing, Sanjeeb Panda is widely considered the frontrunner for the top post.  

Integrity: Panda has built a sterling reputation for uncompromising ethics and analytical rigor, backed by an unblemished career record. His service has been recognised at the highest levels, earning him both the Police Medal for Meritorious Service and the President’s Police Medal for Distinguished Service.  

Field Experience: His operational breadth is unmatched among his peers. Panda’s career spans roles from Superintendent of Police in sensitive districts to the Police Commissioner for the twin cities of Bhubaneswar and Cuttack, Transport Commissioner, and Inspector General of Coastal Security. During his coastal tenure, he pioneered comprehensive security frameworks and coordinated joint maritime patrols to protect Odisha’s vulnerable coastlines.  

Administrative Courage: An IIT alumnus known for his tactical foresight, Panda has played a pivotal role in crippling Left-Wing Extremism (LWE) across Odisha’s red corridors. His dynamic leadership in this arena has successfully aligned the state force with the Union Home Ministry’s mandate to eradicate Maoist insurgency by March 2026. Sanjeeb evidently has quite a few impressive professional feathers in his cap apart from being an IITian.

Yeshwant Kumar Jethwa (1994 Batch): The Anti-Corruption Crusader

Jethwa, Panda’s batchmate and a newly promoted DG-rank officer, currently serves as the Director of State Vigilance.  

Integrity and Administrative Courage: Jethwa has been the backbone of the state government’s aggressive anti-corruption drive. Taking on entrenched systemic corruption requires immense administrative courage, and Jethwa has executed this mandate with precision, ensuring internal accountability within the state apparatus.  

Field Experience: While highly effective in his vigilance mandate, his recent high-profile focus has been specialised toward internal audits and anti-corruption. In contrast to Panda, whose recent mandates have heavily focused on active tactical intelligence and border/coastal security, Jethwa’s immediate impact has been most felt in governance reform.

Selecting a state’s top cop involves balancing seniority, operational needs, and administrative vision. While choosing the premier candidate depends heavily on subjective priorities- whether the government values anti-corruption, seniority, or tactical security above all else- Sanjeeb Panda’s profile presents a formidable balance. His on-ground success in meeting national anti-Naxal targets, combined with his technological foresight and impeccable integrity, positions him as a highly equipped leader to guide the Odisha Police force into the future.
